본 논문은 지방자치에 대한 접근방법을 하향적-상향적 접근과 과정기반-목표기반 접근으로 구분하고 이를 교차하여 지방자치에 대한 접근방법(패러다임) 유형을 제시한 후, 이를 분석의 틀로 하여 박근혜정부 지방자치발전위원회가 시행한 조사결과를 분석함으로써 한국지방자치의 실태를 조망하였다. 또한 본 논문은 동 위원회가 제시한 20대 지방자치 정책과제를 평가하였는 바, 전반적으로 동 정책과제목록은 지방자치의 과정적 측면에 과도한 관심을 보이는 한계에도 불구하고 필수적인 지방자치발전과제를 다수 제시하고 있는 것으로 평가된다. 나아가서 보완적 정책과제로서 지방자치 패러다임의 전환, 분권화, 지방정부의 책임성 강화, 시읍면제의 추진, 지방행정 통합성 제고 등에 대한 논의를 제시하였다. 본 논문의 핵심적 주장은 구체적 발전과제에 앞서 지방자치에 대한 패러다임의 재정립이 중요한 선결과제인 바, 과정기반 접근과 하향적 접근에 경도된 한국지방자치가 목적기반 접근과 상향적 접근으로 보완되어야 한다는 것이다.
Abstract
This paper first proposes an analytical frame of local auonomy by crossing the two axes of local autonomy approaches(paradigms): top-down vs. bottom-up approach and process-based vs. goal-based approach. Based on the analytical frame, it evaluates the status of Korean local autonomy by analyzing the results of the survey conducted by the Presidential Committee for Local Autonomy Development of the Park Geun-hye Regime. In addition, it assessed the 20 local autonomic policy tasks proposed by the committee. Overall, the list of policy tasks presented a number of essential developmental policy tasks despite some limitations of over-attention to the procedural aspects of local autonomy. Some complementary but essential policy issues are discussed: transformation of local autonomy paradigms, more decentralization, strengthening local accountability, introducing community-level local autonomy system(City, Eup and Myun), and and enhancing integration of local administration were suggested. The key argument of this paper is that redefining the paradigm of local autonomy prior to specific developmental tasks is a prerequisite and that the local autonomy of Korea should be complemented by a goal-based approach and an bottom-up approach.
