본 연구에서는 우리나라 지방재정의 건전성을 재정자립 수준, 재정지출의 탄력성 수준, 채무부담압박 수준의 측면에서 분석하였다. 우리나라 지방재정의 상태는 건전하지만 재정자립수준의 저하, 재정지출의 탄력성 부족, 부분적인 채무부담의 압박 등 재정건전성을 위협하는 요소들이 있다. 지방재정의 건전성 분석결과 재정지출의 탄력성 수준과 채무부담압박 수준 측면에서는 건전성이 구조적으로 취약한 점이 있지만 개선되는 추세에 있다. 재정자립 수준 측면에서의 건전성은 하향 추세에 있다. 재정지출의 탄력성 수준 측면에서는 재정지출구조의 경직성으로 현재의 지출압박이 크기 때문에 양호하지 못하다. 채무부담의 지출압박은 크지 않으나 몇몇 단체는 과거 채무에 의한 재정의무이행으로 인해 채무부담의 지출압박이 가중되어 있는 실정이다. 지방재정의 건전성 유지를 위해서는 기반과 제도 등 체제가 조성되어야 하며 동시에 지방의 효율적이고 책임성 있는 재정운영이 중요하다. 지방재정의 건전성 제고를 위해서는 지방의 과세기반 강화, 중앙이전재원 중 일반보조금의 지원비중 확대, 채무부담의 지출압박이 가중되지 않도록 적절한 지방채무 관리, 통합재정 측면에서의 재정건전성 점검 및 적절한 모니터링이 필요하다.
Abstract
This study analyzes the financial soundness of the local governments in Korea and examines the financial indicators in detail. The purpose of this study is to examine the soundness of the local financial conditions. In Korea, it is important for local governments to assess their financial soundness and give attention to their own financial strengths and weaknesses to develop policies that can correct the financial problems. In particular, this paper analyzes the fiscal autonomy level, current expenditure pressures, and the burden of debt laid on the local governments. Based on the results of this study, the fiscal autonomy level of local governments in Korea is weak. Also, the revenue capacity is financially in bad shape, while expenditure pressures on the local governments has increased. Consequently, to improve the financial soundness of local governments, the ratio of local tax revenues and the general grant need to be increased. Local governments burdened with pressures from their debts should give more concern to the management of debt. An overall system to assess the soundness of the financial conditions and to monitor financial problems is need.
