영국 중앙정부와 지방정부간의 정부간 관계의 혁신적 모형: 거버넌스 모형의 시도

본 연구는 영국 중앙정부와 지방정부간의 공식적, 작업적 정부간 관계가 시대적 상황에 따라 다양하게 발전되어 왔음을 분석하였다. 최근 영국에서 제도적인 측면에서 뿐만 아니라 작업적인 관점에서 매우 혁신적인 정부간 관계의 변화가 시도되었음을 논의하였다. 중앙정부와 지방정부연합회는 “파트너십을 위한 틀”에 서명하였으며, 이에 기초한 중앙-지방 파트너십 회의를 정례화하였다. 중앙-지방 파트너십 회의를 통하여 공공관리의 혁신적 산물인 합의된 공공 서비스 우선순위제도, 포괄적 성과평가제도, 지방 공공 서비스 협약제도 등이 도입되어 운영되고 있다. 영국의 정부간 관계가 파트너십 모형을 넘어 거버넌스 모형으로 발전되고 있음도 논의하였다. 본 연구는 국가의 경쟁력이 중앙정부와 지방정부가 상호․대등하고 상호․신뢰하며 상호․의존하는 관계에서 발생한다는 것을 실증적으로 보여주었다. 본 연구의 결과는 21세기 국가의 경쟁력 강화를 위하여 향후 우리나라의 정부간 관계도 새롭게 발전되어야 한다는 것을 시사하고 있다. 우리나라의 정부간 관계도 집행기관모형에서 파트너십 모형으로, 나아가 거버넌스 모형으로 설명할 수 있어야 21세기에 부합한 국가경쟁력을 갖출 것으로 보인다. 중앙정부와 지방정부간의 효과적인 거버넌스의 구축을 위한 실천방안으로 단일의 지방정부협의회와 지방분권국가균형원의 설치를 검토해 볼 수 있을 것이다.
