공정사회는 공평하고 정의로운 사회를 말한다. 공정사회는 구성원에게 만족감을 주고 사회 전체에 화평을 조성하고 질서와 협동의 풍토를 기르며 성장과 발전을 촉진하는 효과를 갖는다. 이러한 공정사회는 지방자치와 밀접한 관계를 가지고 서로 긍정적 영향을 주고 받게 된다. 지방자치를 통해 공정사회를 확립하기 위해서는 부문 상호간 공정성 확보, 제도와 장치의 공정한 수립, 제도와 규범의 엄격한 시행, 자치 결실의 공정한 배분, 공정 효험의 사실적 증명에 역점을 두어야 할 것이다.
Abstract
Fair society is a society with fairness and justice. The fair society functions as satisfaction provider for its members and plays roles in nurturing peace and the grounds for public order and cooperation. Eventually the fair society promotes growth and development. The fair society have close and mutual relationships with local autonomy. In order to establish the fair society, local government and local autonomy should be devoted to the development in inter-sectoral fairness, fair setting-up of system and institutions, strict implementation of institutions and norm, distributive fairness in outcome of local government, and proof of fairness efficacy.
