초록

본 연구는 특히 광역지자체 수준에서 다문화가족지원을 하고 있는 유관 기관들 사이의협력현황을 파악하고 문제점 및 원인을 분석하여 해결방안을 제시하고자 하는 것이 목적이다. 연구의 방법은 문헌연구와 방문인터뷰의 방법을 사용하였으며, 연구의 공간적 범위는 충청남도이며, 시간적 범위는 2015년에 집행되고 있는 충남도청과 각 기관들 사이에다문화가족지원 협력노력에 집중하기로 한다. 기관간 협력을 어렵게 하는 원인들은 중앙부처의 분절적이며 자기완결적 다문화가족지원사업 전달체계, 기관 간 목표 공유의 부재, 기관 간 정보공유의 부재, 각 기관별 별도의 기관평가 시스템 운영, 리더십을 갖는 컨트롤 타워 기관의 부재 등 이었다. 그나마 다행인 것은 지자체 수준에서 각 기관들이 협력의 의사마저 포기한 것은 아니며, 대체로 다문화가족지원 서비스 전달체계가 가지고 있는 중앙부처들의 분절적이며 자기완결적인 전달체계의 구조 때문에 행동의 폭을 제한당하고 있다는 것이다.

Abstract

The purpose of the study is to find problems and their causes in the cooperative efforts made between public authorities at the level of provincial governments, which are providing multi-cultural family programs, and to suggest solutions. The locational scope of the study is Chunhgcheong Namdo and the subjects are the provincial government, local police department, office of education, immigration service , Nonghyup etc.. The causes making cooperative efforts difficult among the public authorities are the self-sufficient fragmented structure of the multi-cultural service delivery system, lack of sharing goals, information and communication among the authorities, separate evaluation system of each authority without incentives for cooperative efforts, lack of control tower among authorities. Fortunately, many authorities have a mind to cooperate each other, but the self-sufficient separate structure is the main constraint on the cooperation among authorities.
