초록

본 연구는 기초의회의원 선거에서 선거구 크기가 지역구 여성의원 비율에 미친 영향을 분석하였다. 분석대상은 2010년 기초의회 지역구 의원 선거에서 여성후보자가 출마한 기초자치단체이다. 종속변수는 해당 기초자치단체의 지역구 의원 중 여성의원이 차지하는 비율이며, 독립변수인 선거구 크기는 각 기초자치단체에 속한 선거구에서 선출하는 의원 수의 평균이다. 통제변수로 기초자치단체의 지역적 특성(여성경제활동인구비율, 도시화율, 유권자 교육수준, 인구수, 재정자립도, 기초자치단체 유형, 여성 투표자 비율, 투표자 평균 연령)과 후보자 특성(여성후보 평균 학력, 여성후보 주요 정당 공천 비율, 여성후보 정치 경력 비율)을 사용하였다. 회귀분석 결과 선거구 크기가 여성의원 비율에 긍정적인 영향을 미치는 것으로 나타났다. 즉, 선거구 크기가 클수록 여성의 의회 진출 가능성이 높아진다는 것이다. 이러한 연구결과는 중･대 선거구제가 지방정치에서 여성대표성 제고를 위한 중요한 제도적 장치가 될 수 있음을 경험적으로 보여준다.

Abstract

This study explored the relationship between the district magnitude and the women’s representation in local councils. The local governments, with female candidates for local councils in 2010 local election, were investigated. In the research model the dependent variable was the ratio of female representatives in a local council. The independent variable was the district magnitude measured by the average number of representatives of electoral districts in each local government. The characteristics of local governments and female candidates for local councils were employed as control variables. The finding is that the district magnitude of local governments has an effect on the representation of women in local councils. An increase in a district magnitude leads to an increase in the ratio of female representatives of a local council. From this empirical finding it is concluded that the electoral district system can play an important role to enhance the women’s representation in local councils.
