여성 할당제는 여성의 정치 대표성을 확대하는 가장 효과적인 방법이지만 지역구 선거의 비중이 높은 한국의 경우 비례대표선거에 적용되는 여성 50% 할당은 한계가 있다. 프랑스와 멕시코 등 헌법과 선거법 개정을 통해 지역구선거에 여성할당 의무규정을 도입한 국가들에서 여성의원 비율이 크게 증가한 것은 지역구선거에서 여성할당제의 중요성을 보여준다. 이 논문에서는 해외사례를 통해 지역구선거와 비례대표선거에서 여성할당제가 어떤 효과를 미치는지를 비교 분석하고 지역구선거의 비중이 높은 혼합 선거제도를 채택하고 있는 한국에서 여성의 정치대표성을 확대하기 위한 방안으로 비례대표제 확대, 지역구선거의 여성할당제 확대·강화, 비례대표 여성의원의 재공천, 여성 정치인 발굴·육성 등을 제시하였다.
Abstract
Quota is the most effective way to expand women's political representation. But in Korea, where the proportion of regional elections is high, there is a limit to the allocation of 50% of women to proportional elections. It is needed to expand the quota system in district election. France and Mexico, in which after revisions of the Constitution and election laws the proportion of women representatives has increased, show the importance of women's quotas in district elections. This paper compares the effects of women's quota system on district elections and proportional representative elections through overseas cases, and expands the political representation of women in Korea. The proposals included the expansion of the proportional representative system, the expansion and strengthening of the women's quota system in district elections, the re-nomination of the proportional representatives, and the discovery and development of women politicians.
