공립예술단원의 직무탈진감과 조직문화: 직무만족과 조직몰입에 미치는 영향을 중심으로

초록

공공부문에서의 목적 달성과 성과관리가 강조되면서 문화예술 분야에도 효율성과 생산성이 가장 중요한 가치로 적용되고 있다. 그러나 문화예술은 다양성과 창의성을 기반으로 하기 때문에 효율성 측면만으로 행정서비스의 성과를 평가하고 논의하는 것에는 한계가 있다. 이에 본 연구는 지방자치단체 공립예술단원들의 인식을 중심으로 직무만족과 조직몰입에 영향을 미치는 요인을 규명하고, 조직성과를 강화하기 위한 제언을 제시하고자 한다. 분석 결과, 직무탈진감 중 감정소진과 낮은 개인적 성취감은 직무만족에 부정적인 영향을 미치고, 비인간화와 낮은 개인적 성취감은 조직몰입에 부정적인 영향을 미치는 것으로 나타났다. 또한 조직문화 중 위계문화는 직무만족에 긍정적인 영향을 미치는 것으로 나타났다. 이러한 연구결과를 바탕으로 조직성과를 강화하기 위한 방안을 다음과 같이 제시한다. 직무탈진감 저하를 방지하기 위한 조직관리방안이 마련되어야 하며, 문화예술 부문의 직무 특성을 반영한 조직문화를 조성할 필요가 있다. 더불어 공립예술단으로서의 존재 가치와 사회적 역할을 제고하기 위해 조직관리체계의 개선과 지방자치단체의 지원이 필요하다.

Abstract

As the achievement of purpose and performance management in the public sector is emphasized, efficiency and productivity are also applied as the most important values in the field of culture and arts. However, it has limitation to evaluate and discuss the performance of administrative services only in on side of efficiency because culture and art are based on diversity and creativity. Therefore, this study aims to identify factors that affect job satisfaction and organizational commitment, focusing on the perceptions of Public Performing Arts Organizations in local government, and propose suggestions for strenghening organizational performance. As a result of the analysis, emotional exhaustion and low sense of personal accomplishment among job burnout have a negative impact on job satisfacion, and factors that negatively affect organizational commitment were dehumanization and low personal achievement. In addtion, hierarchical culture in organization has been shown to have a positive impact on job satisfaciton. Based on these research results, a method for strengthening organizatioanl performance is presented as follows. Organizational management measures should be put in place to prevent deterioration of job burnout, and it is necessary to create an organizational culture that reflects the job characteristics of the cultural artistic field. In addition, in order to enhance the value of exstence and social role as Public Performing Arsts Organizations, it is necessary to improve the organizational management system and support from local governments.
