본 연구는 지방자치단체의 불용액 발생 요인을 지자체의 역량 측면에서 실증분석하였다. 다수의 선행연구에서 불용액을 비효율적인 예산 운용의 결과 지표로 간주하고 있지만, 효율적 예산 절감을 통해서도 발생할 수 있으며, 또한 불용액 발생의 재정적･정치적 요인의 탐색에 집중하고 있어 관리적 측면의 연구는 부족한 상황이다. 이에 본 연구에서는 불용액이 예산 운용 과정에서 발생한다는 점을 기반으로 지자체의 역량에 따라 재정 운영 행태가 달라져 불용액의 차이가 발생할 것으로 가정하며, 구체적으로 불용액 발생 수준에 예산절감노력과 예산집행역량, 예산집행환경이 미치는 영향을 검증하였다. 분석을 위해 7개년의 기초자치단체 자료를 수집하였으며, 추정모형으로 이원 고정효과모형(two-way fixed effects model)을 사용함으로써 검증의 신뢰성을 높이고자 했다. 분석 결과, 예산 과정과 관련한 공무원･주민･의회의 집행 및 모니터링 역량이 증가할수록 불용액은 감소하는 반면, 단체장의 선수는 불용액을 증가시키는 것으로 나타나 정치적인 행태가 비효율적인 재정 운영을 초래할 수 있음을 확인하였다. 또한 예산절감을 통해 발생할 수 있는 불용액이 오히려 예산절감노력이 높을수록 감소하는 결과를 바탕으로, 개별 사업 단위에서는 예산절감을 통해 불용액이 발생할 수 있지만, 지자체 단위에서는 절감을 통해 발생한 잉여를 다른 사업에 전용할 가능성이 있음을 확인하였다.
Abstract
The purpose of this study is to analyze the determinants of unused budgets in local governments, focusing on local government competence. In most prior studies, unused budgets have been considered an indicator of inefficient budget management. However, unused budgets can also occur when local governments efficiently reduce their budgets. Additionally, previous research has focused on exploring the financial and political factors behind the occurrence of unused budgets, relatively little attention has been given to managerial competence. Therefore, this study examined the effects of budget-saving efforts, budget execution competence, and the budget execution environment on the extent of unused budgets. Using data from basic local governments over a seven-year period, a two-way fixed effects model was employed to enhance the reliability of the analysis. The empirical analysis revealed that as the execution and monitoring capabilities of public officials, residents, and local councils related to the budget process increased, unused budgets decreased. In contrast, the political competence of the mayor was found to increase unused budgets, confirming that political behavior can lead to inefficient fiscal management. While it was initially expected that budget-saving efforts would increase unused budgets, the results indicate the opposite. This result can be interpreted as the possibility that Unused Budgets may occur through Budget saving in individual projects, but the local government as a whole may divert Unused Budgets generated through savings to other projects.
