지방정부 연성예산제약에 관한 실증 분석

본 연구는 지방정부의 연성예산제약 현상 존재 여부를 통계적으로 검정하였다. 검정 결과, 지방정부의 연성예산제약 현상이 발생하고 있는 것으로 나타났다. 일반적으로 연성예산제약은 지방정부가 중앙정부로부터 의존재원을 기대하기 때문에 발생한다. 또한 세입 및 세출 예측의 부정확성 역시 연성예산제약 현상 발생의 원인이 된다. 이와 같은 연성예산제약 현상은 지출의 비효율성을 야기한다. 실제로 한국 지방정부에 대한 실증 분석 결과, 연성예산제약은 지방정부의 부채와 기회비용을 증가시키는 것으로 나타났다. 지방정부의 부채 함수를 추정한 결과 의존재원에 의한 부채 증가 속도가 재정지출 증가에 의한 부채 증가 속도보다 빠른 것으로 나타났다. 또한 불용액과 세계잉여금이 과다하여 지방정부의 지출에 대한 기회비용을 증가시켰다.
Abstract
This paper proved statistically the existence of soft budget constraint on local governments in Korea. The result shows that the soft budget constraints exist in Korean local government. The support grants and inaccurate forecast on the local tax revenue and expenditure make the soft budget constraints of local governments. The local governments spend money inefficiently because of this. Actually the experimental analysis shows that soft budget constraint make the debt and opportunity cost increase in local governments. At first, the debt function of the local governments are estimated. The result shows that the effect of the dependent resources is faster than that of the expenditure on the debt of local governments. And the unused budget and annual surplus make the opportunity cost increase in local governments.
