본 연구는 지방자치단체장을 둘러싼 정치적 특성이 예산 집행에 미치는 영향을 분석하였다. 이를 위해 기초자치단체인 서울시 25개 자치구를 대상으로 정당공천제가 시행된 2006년부터 2023년까지를 분석 기간으로 하여 패널 분석을 실시하였다. 분석 결과 지방자치단체장의 정치적 이념이 보수적일 경우, 지방자치단체장과 지방의회의원 과반수의 당적이 일치할 경우 불용률은 높고 예산집행률은 낮은 반면, 지방자치단체장과 상위정부의 당적이 일치할 경우, 자치단체장이 연임할 경우 불용률은 낮고 예산집행률은 높은 것으로 나타났다. 이러한 결과는 지방자치단체의 예산 집행 과정에서 자치단체장의 정치적 특성이 예산 집행에 영향을 주는 중요한 변수이며, 예산 집행 과정에서 자치단체장의 정치적 이념, 자치단체장과 상위정부와의 관계, 자치단체장과 지방의회와의 관계, 자치단체장의 연임 등 다양한 정치적 요인이 작용하고 있음을 보여준다. 또한 불용률을 줄이고 예산집행률을 높이기 위해서는 예산의 신속집행이나 지방재정 운영실태 점검 등 내부 운용 과정의 개선만이 아니라 지방자치단체장의 다양한 정치적 특성과 상황에 대한 이해가 선행되어야 함을 시사한다.
Abstract
This study analyzed the effect of political characteristics surrounding local government heads on budget execution. To this end, a panel analysis was conducted on 25 autonomous districts in Seoul, which are basic local governments, from 2006 to 2023, when the party nomination system was implemented. The analysis results showed that if the political ideology of the head of a local government is conservative, and if the head of a local government matches the majority of local council members, the unused budget rate is high and the budget execution rate is low, whereas if the head of a local government matches the higher governments, and if the head of a local government is reappointed, the unused budget rate is low and the budget execution rate is high. These results show that the political characteristics of the local government head are an important variable that affects budget execution in the budget execution process of local governments, and that various political factors such as the head's political ideology, the head's relationship with the higher governments, the head's relationship with the local council, and the head's reappointment are at work in the budget execution process. Furthermore, this study suggests that reducing unused budget rates and increasing budget execution rates require not only improvements in internal operational processes, such as early budget execution and monitoring of local finances, but also a thorough understanding of the diverse political characteristics and circumstances of local government heads.
