초록

1979년 호메이니는 ‘이스라엘은 불법적인 국가이며 어떠한 방식으로든 이스라엘과의 정상적인 관계는 불가능하다’고 주장하였고 이는 히즈불라의 형성에 중요한 역할을 하였다. 1982년 이스라엘의 레바논침공은 이란이 레바논 쉬아인들에게 5억 달러를 제공하는 계기를 만들었으며 이러한 재정적 지원은 이슬람혁명을 전파하고 레바논남부에서 대 이스라엘 항쟁을 전개하는 자금으로 사용되었다. 그 결과 히즈불라는 무기를 구입하고 병원과 학교 등을 건설하고 운영하며 사회적인 기반을 쌓을 수 있었다. 1979-1982년 동안 이란은 그들의 혁명 메시지를 레바논의 쉬아인들에게 전파하였으며, 그 결과 1982년에 결성된 히즈불라는 이란 밖에 존재하는 유일한 쉬아무장단체가 되었다. 이란은 자국의 혁명근위대를 레바논에 파견하였고, 이와 같은 이란혁명근위대의 레바논주둔과 히즈불라의 활동은 레바논 쉬아전체의 과격화와 개혁 성향 중도파의 약화를 초래하였다. 이후 히즈불라는 이란이 레바논 내 쉬아문제 뿐만 아니라 내정에 개입하는 도구로 활용되었을 뿐만 아니라, 더욱 중요한 것은 히즈불라가 이란이 이스라엘과 대응 할 수 있는 창구를 제공했고 이-팔분쟁의 핵심진원지에 접근 할 수 있는 기회를 제공했다는 점이다. 그 결과 이란이 중동의 전반적인 문제에 있어서 지역적, 국제적으로 영향력을 증대 할 수 있는 기회를 제공하였다. 1987년 이란의 대 레바논 외교정책은 이란의 전략적 이해관계에 따라 합리적인 방향으로 변화하고 있었다. 1989년에 라프산자니가 대통령으로 취임하면서 강경파인 무흐타쉬미(Muhtashimi)를 내각에서 축출하였다. 나아가 라프산자니는 이슬람혁명의 수출전략에 대하여 반대하였고 이슬람운동자들이 평화적인 행동규범을 지향할 것을 주장하였다. 포스트-호메이니시대는 히즈불라의 혁명적인 성격을 둔화시켰지만 히즈불라를 계속 이란의 정치적인 도구로 이용하고 있다. 즉, 히즈불라의 존속여부는 큰 틀에서 보면 이란 내의 강경파와 개혁파간의 관계, 시리아와 이란의 관계, 이스라엘의 대 레바논 정책 등에 달려있다. 시리아와 이란의 연대는 히즈불라가 레바논 내에서 반 이스라엘, 반서구세력의 중심으로 성장할 수 있는 기회를 제공했으며, 그 결과 미군과 프랑스군 등이 레바논에서 철수하는 결과를 가지고 왔다. 히즈불라와 이스라엘의 관계는 지속적인 폭력행사의 악순환으로 점철되었고, 이스라엘은 히즈불라의 시리아와 이란과의 연대가 이스라엘의 안보에 심각한 위협이 되고 있다고 간주하고 있다. 즉, 이란, 시리아, 히즈불라의 연대는 이스라엘의 생존에 매우 위험한 요소라고 간주하고 있다. 그러나 이러한 이스라엘의 염려에도 불구하고 이란은 히즈불라가 내전 종식 후 레바논국가를 인정하고 공존하기를 적극 권고하였으며 히즈불라가 레바논 의회선거에 참여하는데 결정적인 역할을 하였다. 나아가 이란은 시리아와 전략적인 유대관계를 유지하면서 히즈불라의 혁명적인 투쟁정신을 변경하는데 일조하였다. 그러나 이란은 자국의 소외를 방지하기 위하여 지속적으로 히즈불라를 지원하고 있으며 이를 이용하여 지역 내에서 발생하는 새로운 정치 환경에 영향력을 행사하기를 희망하고 있다.
