2019년 레바논 반정부 시위는 처음에 2011년 아랍스프링과 유사한 이유로 발생하였다. 하지만 이 과정에서 시아파 헤즈볼라가 시위대를 공격하는사건이 발생하였다. 이 사건은 기독교와 이슬람의 종교적 동거와 순니파와시아파의 종파적 동거로 국가가 운영되고 있는 레바논이 정치적 위기와 종교 및 종파 간 양극화에 직면하고 있는 현실을 그대로 보여주었다. 현재 레바논에서 목격되는 종교 및 종파 간 정치갈등은 레바논의 국가 정체성 확립시기부터 시작되었지만, 종교 및 종파 간 정치연합체가 합의한 컨페셔널리즘으로 어느 정도 해소되어왔다. 하지만 순니파의 종파 비율에 따른 권력분점 확대 요구로 컨테셔널리즘 원칙과 종파 간 갈등을 심화되었으며, 종파주의 기반 정치적 실용주의 시스템은 위기를 맞고 있다. 본 논문은 종교 분포상 레바논에서 순니파나 시아파가 독자적으로 행동했을 때 나타날 수 있는정치적 위험성을 고찰하고, 레바논의 정치적 미래를 종파주의 기반 정치적실용주의의 진행 과정에서 찾아보려는데 그 목적이 있다.
Abstract
This paper aims to discuss political pragmatism of Lebanon on a religious-sectarian basis. I explain the meaning of political confessionalism in 1860 between Maronites and Druze, and the meaning of the National Pact (NP) in 1943 between Christians and Muslims. The main point of the NP was power sharing. In 1975, Muslim political power began demanding more political shares in Lebanon. In 1989, the Taif Agreement ended the civil war and reorganized the old political power sharing system between Muslims (Sunni and Shia) and Christians (Maronites) in addition to widening Syrian intervention within Lebanese politics. Lebanon’s power-sharing confessional political system is now in crisis, but only political pragmatism on a religious-sectarian basis can solve political conflicts in Lebanon.
