국어 標準語를 구성하는 部門 가운데 標準文法을 제외하고 標準語彙, 標準表記, 標準發音에 대한 규정이 한 번 이상씩 공표된 바 있다. 그러나 이들이 有機的으로 잘 짜여져 마련되지 못한 면이 있고 言語變化를 적절히 수용하지 못하고 있는 면도 있어 改善의 필요성이 제기되어 왔다. 이에 標準發音法의 이상적인 모습이 어떤 것인지를 논의했다. 우선 표준발음의 구성요소로서 音素뿐만 아니라 變異音과 超分節音도 포함할 필요가 있고 現實發音의 정확한 實態調査를 바탕으로 統一의 원칙과 規則化의 원칙에 따라 査定作業이 이루어져야 한다. 또 표준발음법이라는 규정은 辭典의 발음표시와 함께 필요한 존재이며 그것을 文書로뿐만 아니라 音聲媒體를 통해서도 공표해야 한다. 그리고 한글 맞춤법과 같은 표준표기법을 發音에 의지하지 않고 서술하고 표준발음법은 表記에 의지하여 서술하는 것이 循環論을 피하는 길이다.
Abstract
The Ideal Form of the Standard Pronunciation of Korean Bae, Ju-chae The four major components of Standard Korean are grammar, vocabulary, orthography, and pronunciation. The last three have been stipulated more than once. But the regulations are not systematically related to one another and some of their clauses are behind language change. So a good many have felt it is necessary to revise the Standard Pronunciation of Korean on any scale. The situation leads to discuss the ideal form of it. The basic elements of Standard Pronunciation should include allophones and suprasegmentals as well as phonemes. Actual pronunciation data should be collected carefully before deciding correct pronunciations on the basis of two principles, i.e. the principle of unification and the principle of regularization. A regulation such as the Standard Pronunciation of Korean is indispensible along with specified pronunciations in dictionaries. The Standard Pronunciation of Korean can be described in reference to spellings while the Orthography of Korean should not depend on pronunciations so as to avoid circular reasoning.
