초록
This study examined the public food procurement system by the perspective of the food commons. Amid the global agri-food crisis intensified by neoliberal globalization, food has been reframed as both the basic right and the public good. Using the Combined IAD-SES (CIS) framework, the research analyzed how procurement had been institutionalized by the commons principles through two cases: the Chungcheongnam-do Food Service Support Center and the Asan City School Meal Support Center. Four dimensions (co-governance, publiceness, trustworthiness, and effectiveness) were identified as central variables. Findings showed that Chungcheongnam-do emphasized institutional design and quality standards, while Asan City focused on local networks and community-based practices. Also, they have demonstrated complementary interactions across administrative levels, contributing to the expansion of eco-friendly and local food, democratic governance, and local processing. Remaining challenges include climate risks, price volatility and weak public deliberation. The conclusions of this study were that realizing food commons required grassroots collective practices alongside supportive national reforms. Strengthening contract farming, improving standards, and enhancing governance were key policy tasks. Public food procurement thus emerged as a vital arena for transforming food systems from market dependency toward commons-based governance.
