초록
This study aims to present policy implications for sustaining, after project completion, the vitality and sense of community enhanced during the community revitalization support program, based on an analysis of changes observed during implementation and after completion. The results of the study are as follows. First, the institutional foundations, such as village regulations and village council, do not conform to the principles of self-governance and are highly fragile. Second, community activities that emerged during project implementation largely ceased after the project’s completion. Third, in the case of communal assets, the cash asset base is weak, and physical assets such as facilities are not being utilized due to a lack of operational capabilities after construction. Therefore, first, it should be recognized that effective community operation begins with a transition to democratic self- governance. Second, because relying solely on endogenous capacity for community activities is merely idealistic, opportunities for interaction between internal and external factors should be continuously provided with external support. Third, it should be recognized that village communities need to continuously accumulate endogenous capacities to manage and steer their development processes. Fourth, it is also important to recognize the need to establish a foundation base of communal assets to ensure the community’s smooth operation.
