공동체먹거리보장의 관점에서 본 마을부엌의 의미와 먹거리보장 정책의 전환적 과제

초록

이 연구는 공동체먹거리보장의 관점에서 마을부엌의 의미를 탐색하고 이를 통해 먹거리보장 정책의 과제를 제시하려는 목적을 갖는다. 이를 위해 먼저, 먹거리보장담론의 흐름을 개괄하는 한편 해외문헌을 통해 마을부엌 용어의 기원, 개념, 먹거리보장 효과와 한계를 논의한다. 다음으로 질적사례연구방법을 적용하여 서울시에 소재한 7개 마을부엌사례를 탐색적 차원에서 분석한다. 연구결과는 다음과 같다. 첫째, 마을부엌은 참여자들의 식생활 개선, 공동체성 증진, 먹거리시민성 고양에 기여하며, 사회소외계층의 먹거리문제를 공동체 차원에서 해결할 잠재력을 지니고 있었다. 둘째, 먹거리기본권 보장을 위해서는 새롭게 발생하는 ‘먹거리신빈곤’에 대한 파악과 함께 주택, 가족, 노동 정책 등과 연계한먹거리보장 정책이 필요하다. 셋째, 공동체먹거리보장의 실천주체로써 마을부엌의 의미와 역할이 보다 명확하게 규명되기 위해서는 한국적 맥락에서 발생하고 발전하고 있는 마을부엌에 대한 지속적인 연구가 요청된다.

Abstract

This study aims to investigate the meaning of the community kitchen in terms of community food security and their implications for food security policy. This study employs a qualitative case study to examine the potential of community kitchens for enhancing food security. Data was gained from participant observations of seven kitchens in Seoul, South Korea and by in-depth interviews of the kitchen managers. The findings are as follows. First, the community kitchen has the potential to improve the eating behavior, community spirit and food citizenship of the participants and in some cases, solve the food insecurity issues for the socially marginalized group. Second, this study shows the necessity of defining the newly emerging food insecurity and integrating food policy with other policies such as housing, family, and labour. Third, follow-up studies to this exploratory research should focus on clearly identifying the meaning and potential of community kitchen in the context of Korea.
