중국 꿈의 핵심과 문제-일대일로와 시진핑의 3대 제안을 중심으로

이 글은 일대일로와 시진핑의 3대 제안을 분석 대상으로 삼아 이 양자를 포괄하는 큰 그림인 ‘중국 꿈’의 의미와 본질을 해석하고 있다. 일대일로는 구체적인 인프라 중심의 경제협력 계획이고, 시진핑의 3대제안은 일대일로의 상위에 있는 개념이며, 중국의 꿈이 이 양자의 위에 자리잡고 있다. 3대제안 중 GDI는 일대일로와 연계된 개념이다. 시진핑은 개혁개방 설계사 덩사오핑이 설정한 ‘숨어서 역량을 기르는’ 대외 전략으로부터 ‘할 일은 적극적으로 하는’ 노선으로 대전환을 시도하고 있다. 이러한 전략의 대전환은 팽창된 경제역량에 힘입은 자신감의 표현이다. 중국은 개혁개방 이후 40년 간 경제건설이라는 목표를 위해 국제협력 조직에 참여하였을 뿐 아니라 국제규범과 규칙에 의해 사화화되는 길을 택했다. 그러나 시진핑 시대 중국은 국제규범과 규칙에 의해 사회화되기보다는 적극적으로 세계를 중국식으로 사회화하는 방향으로 선회한 것이다. 중국은 일대일로와 3대 제안을 통해 도달하고자 하는 최종 목표인 ‘중국의 꿈’을 향해 가는 길이 ‘세계가 행복해지는 길’이자 ‘시진핑의 길’이라고까지 선전한다. 그런데 중국모형의 실질은 강성 권위주의 정치, 개인과 조직에 대한 철저한 감시와 통제, 그리고 경제성장의 결합이다. 그리고 중국정부와 지도자의 수사와 현실에서 드러나는 문제와 한계를 감안해 볼 때, 일대일로, 3대제안을 통해 도달하고자 하는 중국의 꿈은 현대판 중화사상과 천하체계의 구현으로 보이며, 중국의 행태는 과거 제국주의 국가들의 행태와 유사해 보인다.

Abstract

This paper endeavors to interpret the meaning and essence of the "Chinese Dream," a comprehensive concept encompassing both the Belt and Road Initiative (BRI) and Xi Jinping's Three Major Initiatives. Xi Jinping is attempting a significant shift in strategy from Deng Xiaoping's policy of "hiding capabilities and biding time" to one of proactive engagement. This transition reflects a newfound confidence derived from expanded economic prowess. China promotes its path towards the ultimate goal of the Chinese Dream, through the BRI and Three Major Proposals,. However, considering the investigations and issues evident in the actions of the Chinese government and leadership, the Chinese Dream, sought through the BRI and Three Major Initiatives, appears to be the realization of a Chinese ideological system and hierarchical order. Moreover, China's behavior bears resemblance to that of imperialist states from the past.
