'일대일로(一帶一路)’와 중국의 21세기 세계전략 형성

시진핑 정부가 신 실크로드 ‘일대일로(一帶一路)’ 전략을 대표적인 발전전략으로 추진하고 있다. 시진핑 정부가 ‘일대일로’ 전략을 추진하는 배경은 크게 국내 정치경제 문제와 중국의 대외전략으로 나눌 수 있다. ‘일대일로’ 전략은 대내적으로 중국이 당면하고 있는 경제성장의 한계를 극복하는데 유용한 방안을 제공해줄 수 있다. 동시에, 대외적으로는 중국 중심의 유라시아 정치경제권(圈)을 형성한다는 전략적 함의가 담겨 있다. 중국은 대외전략에 있어 전통적인 지전략(地戰略)과 함께 지경학(地經學)적 접근을 통해 전략적 지평을 확장시키고 있는 것이다. 하지만 ‘일대일로’의 전략적 의미는 보다 큰 틀에서 해석할 필요가 있다. 본고는 ‘일대일로’ 전략이 시진핑 정부가 세계전략을 추진하는데 있어 중요한 로드맵을 구성한다고 주장한다. 즉, ‘일대일로’ 전략은 시진핑 정부가 임기 중 추진하는 국정과제 이상의 의미가 있는 것이다. 중국은 ‘일대일로’를 통해 ‘신형대국관계’ 형성을 지향하면서 미국과의 충돌을 우회하고, 유라시아 대륙에서의 영향력을 공고히 함으로써, 궁극적으로는 현존 국제정치경제 질서를 개편하고 중국 주도의 질서를 구축한다는 세계전략을 구상하고 있는 것이다.
Abstract
Xi Jiping administration sets out 'One Belt, One Road' strategy as a major government project. There are, broadly, a couple of backgrounds for the 'One Belt, One Road.' The one is domestic political and economic factors. It is expected that 'One Belt, One Road' will contribute to the Chinese government in ways that it helps the government to overcome the limit of economic growth. On the other hand, it does have the strategic implications, which China would be able to build a China-centric Eurasian economic bloc. Thus, the Chinese government enlarges its strategic scope through taking both a traditional geo-strategy and a geo-economic one. The paper, however, contends that it is more than the strategic implications. Rather, it calls for taking a broader view. The paper holds that 'One Belt, One Road' is like a roadmap for the Xi's administration to set up a global strategy. The Chinese leadership is now planning to, first, avoid a direct contact with the United States with 'One Belt, One Road,' then simultaneously consolidating her influence on the Eurasian, and finally build a Sino-centric international order through gradually breaking the status quo in the exiting international order.
