1950년대 저개발 세계의기초교육과 시청각교육－유네스코의 활동과 한국 신생활교육원을 중심으로－

초록

이 글은 유네스코가 저개발 세계에서 수행한 ‘기초교육’과 이를 보조하기 위한 수단으로 시청각 미디어와 시청각 교재가 활용된 방식을 살펴보고, 기초교육과 시청각교육이 한국에서 진행된 과정과 의미를 신생활교육원과 한국 공보실 영화제작소의 교육영화를 통해 밝힌다. 유네스코가 수행한 세계적인 차원의 교육 원조 활동의 결과로 설립한 신생활교육원은 한국에서 시청각 미디어가 전파되는 데 핵심적인 역할을 했다. 기초교육 전문가 양성기관인 신생활교육원의 교육과정과 기관이 배출한 농촌교도원들은 미국이 저개발 세계 원조의 일환으로 진행한 농촌 환경 개선 프로젝트인 지역사회개발사업과 깊은 연관이 있다. 기초교육을 통한 농촌 개조라는 공통의 목표 아래 한국의 농촌지역에서 맞물린 국제기구들의 관계망은 미국과 소련이 냉전의 접경에서 벌인 치열한 경쟁을 대변한다. 농촌교도원들의 교육 활동과 시청각 교재의 활용은 한국 정부 부처와 미국 원조기구가 합자해 생산․배포한 농촌계몽을 위한 교육영화에서 핵심적인 주제로 구성되었다. 1950년대 한국농촌에서 일어난 ‘기초교육’과 ‘지역사회개발사업’의 조우를 통해 결과적으로 기초교육을 위한 매개로서의 시청각 교재가 한국을 비롯한 저개발 세계에서 영화와 라디오를 비롯한 시청각 미디어의 확산에 영향을 끼쳤다는 것을 확인할 수 있다.

Abstract

This paper examined how UNESCO actively conducted “Fundamental Education” in the underdeveloped world and used audio-visual media and audio-visual aids as a means of assistance, and revealed the process and meaning of Fundamental Education in Korea through the Korean Fundamental Education Center(KORFEC) and the educational films of OPI Motion Picture Production Laboratory. The background to the spread of audio-visual media in Korea was the global educational aid activities carried out by UNESCO. As a result, the KORFEC, an institution for nurturing Fundamental Education experts, had played an important role. The network of international organizations interlocked in rural areas of Korea under the common goal of rural reform through Fundamental Education represents the fierce competition between the United States and the Soviet Union at the border of the Cold War. The educational activities of community leaders and the use of audio-visual materials were composed of key themes in the educational film for rural enlightenment produced and distributed jointly by the Korean government ministries and the US aid agencies. Through the encounter of “Fundamental Education” and “community development projects” that occurred in Korean rural areas in the 1950s, it was confirmed that audio-visual aids as a medium of Fundamental Education influenced the spread of audiovisual media, including movies and radio in Korea and other underdeveloped worlds.
