Abstract

This paper revealed that audio-visual education in the underdeveloped world is part of the Cold War culture for the “Technical Cooperation” project conducted by the International Cooperation Agency (ICA) as part of the Korean aid project from 1957 to 1961, and audio-visual aids, including educational films, are the result of the Cold War structure. Audio-visual media, which had been used as propaganda through the two World Wars, immediately began to respond to the Cold War as it was absorbed into a major branch of international aid organizations shortly after World War II. The educational aspect of audio-visual media was highlighted as both camps, centered on the United States and the Soviet Union, utilized audio-visual education as a means of public enlightenment and education in order to embrace and lead the underdeveloped world into their respective camps. The part that ICA particularly focused on in technical cooperation was basic education aimed at achieving economic independence in underdeveloped countries. The audio-visual package programs, including educational films, were used as main teaching aids in Fundamental Education focusing on improving living conditions such as health, hygiene, diet, and agriculture. The audio-visual package programs included a variety of audio-visual aids, including films, radio, magazines, books, leaflets, photos, and posters. ICA’s audio-visual education technical cooperation had provided to disseminate audio-visual aids needed for the duties of community leaders, Home Economist or Home Agent, while using them as the main contents of educational films to spread the purpose and goals of aid to the region. As a result, audio-visual media went through the process of popularization, routinization, and localization, functioning as an educational medium, and had an impact on local residents without literacy.
