1960년대 미국의 한국 근대화 기획과 추진 : 주한미공보원의 심리활동과 영화

초록

1960년대 미국은 한국에 근대화론을 전파하고, 근대화를 위한 물적, 인적, 심리적 기반 구축에 적극적으로 개입했다. 경제발전이 당시 ‘근대화’ 노선의 중심이었다는 점은 분명하나, 경제발전에 대한 검토만으로 1960년대 ‘근대화’를 총체적으로 파악할 수 없음도 자명하다. 1960년대 미국이 한국에서 추진한 근대화 프로젝트는 정치, 경제, 사회, 문화 전반의 변화를 도모하는 것이었고, 제도적인 측면뿐만 아니라 심리적 측면의 변화를 추구했다. 냉전시대 미국은 미국을 전범삼아 따라잡는 ‘추수적 근대화’와 함께 이에 역행하는 ‘반동적 요인’들을 제거하는 ‘대항적(counter) 근대화’를 병행 추진했다. 동시에 미국은 근대화 성취를 위한 핵심요소들 중에 ‘심리적 변화’를 중시했다. 한국인들의 심리적 변화를 유도 하는 임무를 맡았던 담당했던 기관이 주한미공보원이었다. 1960년대 주한미공보원은 미국이 구상하는 근대화를 추수하도록 유인하고, 근대화에 요구되는 신념을 불어넣고, 적대적 요인들을 배격하도록 만드는 일련의 ‘심리전’을 벌이는데 전력을 기울였다. 다양한 보도영화, 기획영화는 미공보원이 심리 목표 달성을 위해 적극 활용한 매체였다. 1960년대 미국은 대한정책의 장기목표를 자립적인 통일국가 수립으로 설정했다. 그러나 실제 추진된 근대화 프로젝트는 이와 배치되었다. 미국이 추진한 1960년대 한국 근대화 프로젝트는 민족문제 논의를 배제하고, 한국을 미국주도 세계질서에 공고하게 결합하도록 유도하는 데 있었기 때문이다.

Abstract

This article examines US policy, especially a modernization project, toward Republic of Korea. In 1960's, U.S. had disseminated the modernization ideology and intervened to make factors of modernization in R.O.K. Although economic development was regarded as the part and parcel out of factors for so-called "take off", only by that, we could not fully understand the modernization process driven by Park regime and U.S. mission in 1960's. And nobody had thought of modernization as the economic development itself. Rather they looked upon the modernzation as a process woven into political, economical, social and psychological aspects. This paper pays particular attention to the effects of activities of the psychological objectives related with modernization project which USIS-Korea had sought. On the top of that, USIS had sought to convince Korean people that R.O.K could attain maturity as a Free World nation by support of the total of U.S. policy and their modernization project to the R.O.K. USIS had fully utilized films for psychological objectives. Films made by USIA and USIS had more overwhelming influence on Korean people than any other media till in the mid of 1960's. However we need to be careful in understanding the words 'mature nation' or 'modern nation state'. Surely, they did not mean an independent unified Korean state. Intervention and support of U.S. for modernization of ROK in 1960's was not to seek the modernization for progress toward Unification but modernization for making divided state a stable one following US hegemony.
