Abstract
A commander exercises his authority to subordinated and assigned unit through the decision making process to accomplish the mission. However, the uncertainty and unexpected factors are always existed in the battlefield. Those factors influence negative effects to the commander’s decision and wrongly judged decision sometimes cause the mission failure in the interdependently connected complex systems in the modern network centric warfare. To avoid the misjudge and to enhance the rational command and control in a timely manner, C4I systems has been developed such a C4I systems should reflect critical factors influencing the command and control by applying the exploratory study and then find their practical weight in the implementation and information exchange in the constructed real-world C4I system whether those influenced factors from two different theoretical and practical areas are harmonized with each other.
