본 글은 스마트시티(Smart City)의 현황을 수행의 부분과 법제의 부분으로 구분해 살펴보고 이를 통해 도출된 몇 가지 이슈들을 중심으로 문제점과 이를 극복하기 위한 미래의 과제를 제시했다. 본 연구는 정성적 자료를 바탕으로 규범적 미래예측의 방법을 사용해 스마트시티(Smart City)의 장기적인 시각에서 성공적인 추진 전략을 제시하고자 했으며, 이를 위해 사업의 수행 부분에서는 보다 혁신적인 거버넌스의 구축과 달성의 대상이 되는 목표과제 분야들의 확대, 시민의 참여 채널의 강화, 도시성장에 따른 혜택의 고른 분배를 통한 도시의 지속가능성 확보를 제시했다. 다음으로 스마트시티(Smart City)의 추진을 담보하게 될 법제의 측면에서는 중앙과 지방, 정부와 주민의 협력체계에 대한 규정 그리고 디지털 사회혁신을 위한 제도의 마련, 데이터의 공유와 유통에 따른 다양한 미래의 이슈에 대응하기 위한 방안을 제안했다. 이는 무엇보다 지금의 스마트시티(Smart City) 사업의 한계로 지적되는 물리적 혁신 위주의 도시가 아닌 주민과 시민이 중심이 되어 그들 스스로가 도시의 풍요로움을 누림으로써 도시의 지속가능한 발전을 이루어 내는 것이 스마트시티(Smart City)의 성공을 위한 열쇠라고 할 수 있기 때문이다.
Abstract
This study explored the practice and legislation of smart city's status, and then the study presented the solution of problems and the future task. This study suggested the successful strategy of smart city through the normative future prediction on the basis of qualitative data. Firstly, the study proposed some kind method, such as building innovative governance, expanding the objective task, reinforcement of citizen participation channels, and securing the sustainability of cities. Secondly, the study emphasized the necessity for smart city like a regulation of cooperative system between central and local, the establishment of a system for digital innovation, and the response to future issues(example, sharing and distributing of data). In conclusion, this study presented that smart city should be aimed not a physical innovation but a people-centered city for the success of smart city in the future.
