수도권 정책의 경제적 효과 분석

초록

수도권 및 비수도권 생산성의 비교분석과 수도권 규제완화의 경제적 효과분석이 수행되었다. 수도권과 비수도권의 TFP의 배수는 1990년대의 1.89배에서 2000년대에는 1.57배로 다소 감소하였다. 이는 2003년 이후 노무현 정부가 쏟아낸 각종 균형발전정책의 규모에 비하면 실망스러운 수준의 변화이다. 지역별 성장률에 관한 분산분해분석의 결과에 의하면 호남 및 영남지역 성장률 변화의 60% 이상을, 충청, 강원.제주권 성장률 변화의 20 -30% 정도를 수도권 성장의 변화가 설명하는 것으로 나타났다. 주요 수도권 규제 중 약한 편에 해당하는 정도의 규제철폐를 하는 경우 장기적으로 수도권의 소득은 0.93% 증가하고 비수도권의 소득은 0.26% 증가하여 국민소득은 0.59% 증가하는 것으로 나타났다. 또한, 수도권의 고용을 줄여 비수도권의 고용을 늘리는 정책은 상당한 정도의 수도권 규제완화가 동반되지 않는 한 국민소득의 감소를 초래한다.

Abstract

The relative productivity differences between the Seoul metropolitan region (SMR) and other areas and the economix impact of deregulation of the SMR have been empirically analyzed. The Size of total factor productivity of the SMR with respect to that of other areas has been changed from 1.89 during '90's to 1.57 during 2000's. In light of harsh regulations on SMR prosecuted during Roh's government, this size of change may be disappointing. According to variance decomposition analysis upon regional growth rates, growth of SMR explains 60% growth of Honam and Yeoungnam areas and 20% growth of Chungcheong and Kangwon areas. Weak derwgulations upon SMR has been found to increase 0.93% and 0.26% of the GRDP of SMR and other area respectively. This will increase 0.59% of GDP in the long run. This implies that the labour relocation policies will cause the decrease in GDP if deregulations of SMR has not been accompanied.
