서울시 경제의 국민경제적 위상에 관한 연구

초록

서울시 경제의 국민경제적 위상을 분석하기 위해 서울시 경제의 현황분석, 서울시 경제의 선도성 분석, 서울의 총요소생산성 추계 및 비교분석 등이 수행되었다. 서울시 경제의 선도성 분석의 결과에 의하면 전기가스수도, 금융보험부동산임대서비스, 사회 및 개인서비스의 경우 서울 경제가 국민경제를 선도하는 것으로 나타났다. 한편, 제조업의 경우 서울시의 선도성을 명백하게 밝힐 수는 없었지만 경기도의 선도성을 추론할 수 있었다. 전국, 수도권 및 서울의 총요소생산성(Total Factor Productivity, TFP)이 추정되었다. 추계결과 서울의 TFP는 0.042~0.048 인 것으로 나타났다. 기간별로 보면 서울과 비수도권의 TFP의 격차는 1990년~ 2001년 기간의 0.029에 비해 1996~2001년 기간의 경우는 0.031로 오히려 더 커지는 것으로 나타났다. 이상의 분석결과는 수도권의 생산성이 엄연히 높은 상황에서 수도권의 고용 및 시설 등을 무조건 지방으로 강제 이전시킨다면 국민소득이 감소할 것임을 시사한다. 따라서 진정한 상생을 위하여는 서울시의 서비스업을 중심으로하는 경쟁력 강화, 경기도의 제조업 경쟁력의 선택적 강화와 동시에 각 지방의 여건에 맞는 산업들의 집약적 강화 등이 필요하다.

Abstract

Analyses of economic status, leadership and the dominance of productivity of thecapital city of Korea, Seoul, have been proceeded in order to understand the exact economicstatus of Seoul. Those industries such as electricity, gas & water, finance, insurance & retalservice of real estates, social & private service of Seoul are found to lead the national economy. Also, the leadership of manufacturing industry can be found not in case of Seoul but in case ofSeoul metropolitan area. Calculation results of the total factor productivity, TFP, can besummarized as follows. Firstly, during the period of 1990~2001, the TFP of Seoul is calculatedas 0.042~0.048. The difference between the TFP of Seoul and that of non-Seoul metropolitanarea, NSMA, during 1990~2001 is 0.029 on average. But that difference is found to be increasedto 0.031 on average duruing 1996~2001. Since the productivity of Seoul and Seoul metropolitanarea is far greater than that in NSMA, the artificial decentralization of population and facilitiesof Seoul. The real win-win strategy is the reinforcement of the competitive power of the serviceindustry of seoul, manufacturing industry of Seoul metropolitan area and regional specificindustries of NSMA.
