주요 수출대상국 관세인하가 한국 제조업 수출의 내·외연(內·外延)에 미치는 효과

본 연구는 2000년대 중반 이후 주요 수출상대국에서의 관세변동(관세인하)가 한국 제조업 수출에 미친 영향을 수출의 내연 및 외연에 미친 영향으로 분리하여 살펴보았다. 특히 수출품목의 수출 증가액을 내연강화 효과로, 신규 수출로 인한 수출액 증가를 외연확장 효과로 규정한 Chaney (2008)의 이론적 모형을 토대로, 이론적 기반 없이 단순한 조작적 정의에 의존한 기존 연구들의 한계를 벗어나 분석 및 해석상에 엄밀성을 갖추고자 하였다. 2007년에서 2011년까지 관세인하나 철폐가 한국의 대외 수출증대에 미친 효과는 대체로 내연확장을 중심으로 이루어져왔음을 확인할 수 있었다. 그러나 외연확장의 기여도 역시 전체 수출증가의 약 1/3에 달하는 것으로 나타나, 수출의 외연적 성장도 존재했음을 발견하였다. 부문별로는 비교적 부피가 작고, 가벼우면서도 생필품의 성격을 지니는 가공식품 제조업에서, 국가별로는 한국과 지리적으로 인접한 국가나 농산물 수출국에서 외연확장 효과가 주도적인 역할을 했던 것으로 나타났다. 반면 부피가 크면서도 비교적 장기간에 걸쳐 형성되는 품질신뢰에 기반 한 자동차나 전자기기, 기계류 제조업에서는 내연강화 효과가 주도적이었으며, 국가별로는 주로 신흥 수출시장으로 인식되는 지역에서 내연강화 효과가 큰 것으로 나타났다. 이상의 결과들을 통해 2000년 이후 시행된 수출상대국의 관세를 인하내지 철폐하려는 여러 정책들이 새로운 수출동력을 확보하는 동시에, 기존 수출품목에 대한 경쟁력을 확보하는데 기여하였음을 확인하였다.
Abstract
This study aims at shedding light on estimating the export growth effects of tariff reduction in two different measures: Intensive margin and extensive margin. The intensive margin can be defined as the change in the export size of already exported goods, whereas the extensive margin is the export value of newly exported goods. In doing so, we consider Korean manufacturing exports data from 2007 to 2011 at the level of 6-digit HS classification and tariff rate(actually applied) data of top 20 importing countries. And base on the theoretical model à la Melitz (2003) proposed by Chaney (2008), the both margins attempt to be estimated by using conventional linear fixed effects model and Logit model with fixed effects. The results show that Korea’s export growth is highly dependent on intensive margin but extensive margin also considerably contributes to export growth, particularly in processed food sectors at sector level and China and ASEAN countries at national level.
