FTA가 중소기업의 수출에 미치는 파급효과: 기업 수출집약도(intensive margin)와 수출다양도(extensive margin) 분석

초록

본 연구의 주된 목적은 FTA가 중소기업의 수출을 촉진하는지, 어떤 경로를 통해 수출 증진효과를 갖는지를 분석하는데 있다. 이를 위해 2005-2012년 HS 6단위 수준에서 한국 중소기업의 전 세계로의 수출에 대한 패널데이터를 이용하여 FTA가 중소기업의 수출, 수출 중소기업의 수로 측정한 수출다양도 및 기업당 평균수출규모로 정의한 수출집약도에 미치는 영향을 분석하였다. 아울러 FTA의 평균처리효과(average treatment effects)와 타 국가와의 상대적 무역비용을 나타내는 다자간 저항성(multilateral resistance)을 통제하기 위해 수입국-연도 고정효과와 수입국-품목 고정효과를 포함하였다. 또한 영(0)의 무역이 존재할 때 발생할 수 있는 선택 편의의 문제를 해결하기 위해 PPML 추정방법을 적용하였다. 실증분석을 통해 다음을 발견하였다. 첫째, FTA는 중소기업의 수출을 증진하는데 기여한 것으로 나타났다. 둘째, FTA로 인해 중소기업의 수출다양도는 증가하였다. 이는 FTA가 수출하지 않았던 중소기업에게 수출할 수 있는 기회를 제공하였다는 것을 의미한다. 셋째, FTA가 수출집약도에 미치는 영향은 유의하지 않게 나타났다. 그러므로 FTA가 중소기업의 기업당 평균 수출규모를 증진시키는 증거는 발견되지 않았다.

Abstract

This paper investigates the impacts of FTAs on the exports, the intensive margins of exports and the extensive margins of exports of SMEs. To control the average treatment effects and multilateral resistance, I use panel data with country pair and country-and-time fixed effects as Baier and Bergstrand (2007) suggested. Using the panel data on exports and the number of SMEs at the HS 6 digit level and Poisson Pseudo-Maximun Likelihoood estimator, I find that FTAs increase the exports of SMEs. Furthermore, I find that FTAs have positive impacts on the extensive margins of exports measured by the number of firms. However, the effects of FTAs on the intensive margins of exports are insignificant.
