Abstract

The aim of this study is to estimate the wage penalty of over-education with the control of unobserved heterogeneous characteristics of individuals. The PSM and OLS are used and the data used is the 2007 Graduates Occupational Mobility Survey(2007 GOMS). In contrast with previous studies, the main finding is that the wage penalty of over-education is significant with the control of ability. In particular, the effect is distinct at four-year college graduates. This finding has very important policy implication. To be specific, the wage penalty can not be deleted by government policy if it is attributed to unobserved individual ability or heterogeneity. However, the wage penalty can be reduced by government policy if it is not attributed to ability.
