Abstract

Corresponding to the global commitment to implementing the Belém Framework for Action (BFA), UNESCO Member States have reported national progress in adult learning and education (ALE) since 2009. The latest third edition Global Report on Adult Learning and Education (GRALE 3) delivered empirical evidence based on the survey data and reports from 139 countries. It mainly focused on the impact of ALE on sustainable development embracing qualify of life and social cohesion. This study is to build and empirically validate the prediction model of how ALE policy orientation has been associated with sociocultural outcomes in literacy skills program and development at societal level using the survey data of GRALE 3. For this, I apply two types of latent variable models, Confirmatory Factor Analysis and Structural Equation Modeling into identifying socio-cultural factors of ALE and exploring the empirical associations of socio-cultural outcomes with social benefits of ALE. For better performance with a non-randomized small sample in GRALE 3 data, Bayesian statistics are added to reinforce the empirical results. In both the traditional maximum likelihood (ML) and Bayesian analyses, social benefits of ALE are significantly related to increased social outcomes in literacy program. Particularly, I find that those social outcomes in adult literacy programme might be facilitated by ALE policy emphasizing the non-economic outcomes and benefits for both individuals and society as well. Based on key results, this study discusses why the benefit of ALE socially matters.
