초록
Looking back at how the Six-Party Talks progressed and finally stopped, this paper seeks to evaluate the causes that the talks failed to achieve its objectives based on the theory of multilateralism. While the Six-Party Talks were multilateral talks, they were not talks of multilateralism. Although succeeding in partially implementing solutions to achieve its objectives, the talks did not reach a series of binding consensus that needs to help the talks sustain and stable. Due to deep distrust and conflicting interests among the participants, the purpose of the Six-Party Talks was damaged and the framework was broken. The Six-Party Talks could not go past its limitation of being subordinate to the bilateral relations among parties concerned. This case study demonstrates the importance of dialogue and the principle of reciprocity for sustainable peace especially among rivalries, which is the foundation for the development of multilateralism.
