군사시설 입지갈등구조와 관리체계 연구：광주공항 입지 소음사례를 중심으로

한국사회에서 군은 그동안 안보위험과 분단이라는 정치적 상황 때문에 일반 민간사업부문과는 다른 특수한 지위를 가지고 있었다. 군 정치개입의 제도화로 군 주도의산업화와 사회구조화가 진행되었고 군의 조직문화가 한국 근대화 전 영역에 걸쳐서 광범위한 영향력을 자리잡게 되었다. 2000년대 들어오면서 문민정부의 등장과 민주화로민·군 관계는 과거에는 찾아볼 수 없었던 새로운 영역에서 갈등이 양산되는 현상이나타났다. 과거에는 적었던 국방·군사 시설관련 민원이 급증하였으며, 군의 사회적적합성에 대한 요구나 국방시설을 님비형 문제로 다루려는 경향, 탈냉전기 합리적 조정과 협력적 조정 대상으로 보려는 경향이 나타났던 것이다. 이에 본 연구에서는 세가지 문제를 중심으로 군사 시설의 입지갈등과 민·군 관계를 다루고자 했다. 첫째, 군사시설 입지갈등 문제를 다룸에 있어 군의 정치사회화 문제 등 정치 이념적 접근을 지양하고 시설 입지와 관련한 공공사업의 갈등 구조와 원인에 대해 분석하고자 했다. 둘째, 1990년대 글로벌 하게 전개되고 있는 NIMBY(Not In My Backyard)나 LuLu(Locally Unwanted Land) 문제와 유사성을 갖고 있는 군사 시설입지 갈등 당사자간의 인식형성 요소와 차이, 갈등사례를 원만하게 해결하려는 갈등조정능력을 다루고자했다. 마지막으로 광주 공항 이전사례에서 나타난 관련 당사자 심층사례를 프레밍기법으로 분석하고 양자간의 합의 가능범위를 찾고자 했다. 실제 사례는 이론이나 전문가의 제안과는 다소 차이가 있었으며 성공적 협상타결을 위한 정책적 시사를 마련하고자했다.
Abstract
The military within the Korean society held a special position comparative to that of the general, civil and business sectors due to security risks deriving from the political division of the Korean peninsular. Institutionalized political involvement by the military resulted in a military-led industralization and social structuralization. And military organizational culture held enormous influence over all areas of Korean modernization. The emergence of a civilian government and democratization in the 2000s, however, created new conflicts between the civil and military relationship in areas unthinkable in the past. Previously negligible civil complaints against national defense/military facilities exploded in numbers. Also, new dispositions appeared including demands that the military be socially adaptable and tendencies to treat military facilities as NIMBY issues as well as subjects for rational and cooperative restructuring in the post-Cold War era. As a result, this study attempts to examine three main problems in connection with location conflicts of military facilities and civil/military relationship. First, in dealing with the problem of location conflicts of military facilities, political-ideological approach including the problem of socio-politicalization of the military was eschewed in favor of analyzing the conflict structure and cause behind the location related conflicts of public enterprises. Second, the study attempts to address conflict control capabilities needed to satisfactorily resolve the problem of differences in perception forming factors and conflict cases involving opposing parties to the location of military facilities, which are similar in many aspects to the problems of NIMBY (Not In My Backyard) or LuLu (Locally Unwanted Land) that is unfolding globally since the 1990s. Finally, the study attempts to analyze cases involving the parties to the Kwangju airport relocation in order to discover the possible extent of bilateral agreement between the opposing parties. Actual cases are shown to differ from theoretical ideas or scholarly propositions. And the study attempts to offer policy suggestions for successful conclusion of negotiations.
