Abstract

During the last century, intelligence operations consistently drew public concern because it can trample on civil rights. Various institutions such as the mass media, the president, the Congress, and the judiciary are expected to control intelligence agencies and their operations. Referring to the historical experiences of the US, this paper argues that the Congress, especially its Intelligence Committee is the most appropriate institution that can effectively oversee intelligence operations and at the same time that can improve the public confidence in the reliably controlled intelligence operations. There are, however, several problems that hinder effective congressional control over intelligence operations. To improve the congressional control over intelligence operations, multiple approaches through the president, the mass media, the judiciary, and the intelligence agency itself will be required.
