Abstract

In this paper, the author presents a new perspective to awareness of the norm and the role of 'Parliamentarians research groups' in the Assembly of research association, to promote the clues for a political solution with and dialogue and compromise between legislators and a means for a political culture of cooperation for the advancement of parliamentary. in other words, the authors want to made 'Parliamentarians research groups' of 'political cultural mediation' as cooperation, that being utilization of the exchanges and cooperation in the field of bipartisan Parliamentarians beyond partisan to anyone. in addition, the authors is to look at the problem and to seek improvements on 'Parliamentarians in research groups' in a new perspective, is to propose revitalization plan of the research community as well as. the first, the chapter 2 discuss the theoretical rationales to pay attention to the role and norm of 'Parliamentarians research groups' for a description of the background of the problem and its solution with the political cultural base as the important parameters of the associations with members. second, the chapter 3 and chapter 4 is to examine status and analysis of 'Parliamentarians research groups' by set of data and statistical data. third, the chapter 5 is to look for improvement for enabling 'Parliamentarians research groups'.
