본 연구의 목적은 설문조사 자료 분석을 통해 복지부문 정부역할에 대한 국민 인식의 결정요인을 경험적으로 밝히는 데 있다. 연구의 문제의식은 한국인의 복지부문 정부역할 인식에는 사회경제적 배경보다 복지정책 실행으로 형성된 이해관계의 영향이 더 클 것이며, 특히 정치신뢰, 이념성향, 정당선호와 같은 정치성향이 크게 작용할 수 있다는 것이다. 분석의 주요 발견은 복지정책 중요도, 복지수혜 경험, 복지 만족도, 수급자에 대한 인식 등 복지정책에 대한 이해관계 변수가 복지부문 정부역할 인식에 영향을 미치고 있다는 것이다. 그러나 사회경제적 배경 변수의 효과는 일반적인 기대와 달랐다. 복지수요가 강할 것으로 기대된 노인층에서 작은 정부 담론이 더욱 긍정적으로 받아들여지고, 자신을 하층이라고 인식하는 사람들 사이에서 정부역할 확대에 대한 태도가 부정적이였다. 정치성향 변수로는 정당선호가 정부역할 인식에 가장 큰 영향을 미쳤고, 정치효능감도 영향이 있는 것으로 나타났다. 이러한 발견으로부터 본 연구는 큰 정부-작은 정부에 대한 국민 여론은 정당선호에 의해 영향받는 바가 크기 때문에, 정부역할에 대한 정책방향을 이데올로기적인 진영논리에서 벗어나 실행된 복지정책 평가를 통해서 결정할 필요가 있음을 시사한다.
Abstract
The purpose of this paper is to examine what factors determine popular attitudes toward the scope of government for welfare. The research went on by analyzing a national survey of adult Koreans, which conducted in October 2014. The analyses reveal that the interests formed through implementing welfare policies and political dispositions like political trust and party preference count for much of the variations in the popular attitudes, while socio-economic backgrounds count for some of the variations. It is therefore suggested that the scope of government for welfare needs to be decided through the popular evaluation of welfare policies, rather than by the public opinion toward the government role, which much determined by party preference.
