본 연구는 공공갈등에 있어서 조정(mediation)과정과 조정효과를 분석하고자 하였다. 구체적으로는 ‘한탄강댐갈등조정소위원회’의 활동과정을 분석하여 조정과정에 영향을 미친 요인과 그 역할에 대한 효과를 분석하였다. 사례분석 결과 조정자들은 중립적 조정자의 역할을 충실히 수행하였음을 알 수 있었으며, 그 결과 갈등당사자들의 대화와 협상이 원활하게 이루어짐으로 당사자 간 합의가 원활히 도출될 수 있었다. 그러나 정치변동과 조정자의 전문성은 조정과정을 원활히 진행하는데 부정적 영향을 미치고 있었다. 특히 갈등의 주요 쟁점에 대한 조정자들의 전문지식은 조정과정 이후, 또 다른 측면에서의 갈등을 유발하였다. 이와 같은 점들은 공공갈등 관리과정에서 갈등의제에 따른 조정자들의 보유자원과 기술이 다양하게 준비될 필요가 있으며, 효과적인 조정과정을 수행하기 위해서는 사전조정단계의 준비 작업이 보다 체계적으로 수행되어야 함을 시사한다.
Abstract
This article explored the process and effectiveness of conflict mediation. Especially it is the purpose of this article to address what the Conflict Mediation Committee to Construct Hantan River Dam(HCMC) perform, what is their roles on conflict resolution of constructing Hantan river dam, and what the factors are influenced to the conflict mediation process whether it is positive or not. This research is a case study of conflict mediation resolution in Korea. We found that the HCMC continually made efforts to keep neutral position in conflict context, and then each party could reach a conclusion for themselves through the dialogue and discussion of conflict issues. However they exposed some faults on mediating the conflict, for example, shortage on their knowledge of environmental techniques which is a focal issue for constructing the dam. And political interest surround on this conflict worked to negative influence that mediators serve their role by the third party faithfully. This research results have some suggestion not only the mediators for resolving conflict have to be concrete knowledge about pertinent conflict issues, but they need to pay more attention to a preparatory stage of mediating conflict process.
