초록

최근 혁신이라는 개념이 사회, 기업, 경영, 기술 분야에서 화두가 되고 있다. 본 논문에서는 사회 4대악 근절 정책을 사례로 정책혁신의 과정에 대한 이론적 함의를 도출하는 것을 목적으로 한다. 특히 정책형성 과정을 설명하는 다중흐름모형(multiple streams framework)을 확립한 킹던(Kingdon)의 이론을 적용한다. 이에 따르면 정책문제의 흐름, 정책(대안)의 흐름, 정치의 흐름이라는 세 가지 요인의 상호작용을 통해 ‘정책의 창(policy window)’이 열려 정책이 결정된다. 이러한 행정학의 전통적 이론 모형을 최근 등장한 정책혁신이라는 관점에서 재해석 한다. 기존 정부에서도 네 개 정책문제는 생활안전 분야와 관련하여 부각되어 왔으나 박근혜 정부를 맞이하며 ‘사회 4대악’으로서 새롭게 브랜드화 되었다. 본 연구는 이 사례에서 세 가지 흐름이 상징적 사건의 발생과 행위주체들 간 상호작용을 통해 결합되면서 정책혁신을 가능케 한 것으로 논의하고, 정책혁신 이론으로서 킹던 모형의 이론적 함의를 고찰한다.

Abstract

Recently, the concept of innovation has been an emerging topic in the social, business, management, and technology fields. The objective of this study is to analyze theoretical characteristics of the innovation process about 'the 4 major social hazards' policy. In particular, this study tries to apply Kingdon’s decision-making model, 'multiple streams framework.' In this model, a policy is determined by opening or closing of 'policy window' which is made up of the interaction among three factors including ‘policy problem stream,' 'policy alternative stream,' and 'politics stream.' Although the social hazard problems such as sexual assault, domestic violence, school violence, unsanitary food were highlighted in the past governments, a brand-new policy was introduced with a special focus on the 'the 4 major social hazards' in Park administration in 2013. By looking at the innovative characteristics in the policy formation process of this case, this study tries to reinterpret the Kingdon's traditional model as a policy innovation theory.
