토지정책의 갈등영향 요인분석: 지적재조사사업을 중심으로

본 연구의 목적은 지적재조사사업의 갈등영향요인을 규명하는 것으로, 연구목적을 효율적으로 달성하기 위해 대한지적공사 직원과 지적직 공무원을 대상으로 조사한 설문결과를 토대로 신뢰도분석, 요인분석, 회귀분석을 실시하였다. 그 결과, 첫째, 대한지적공사 직원의 경우, 4개의 독립변수 중 제도적 요인을 제외하고 기술적 요인, 경제적 요인, 정책적 요인이 통계적 유의수준 p<.05에서 유의미한 영향력을 보였다. 둘째, 지적직 공무원 경우, 기술적 요인을 제외하고, 제도적 요인, 경제적 요인, 정책적 요인이 통계적 유의수준 p<.05에서 유의미한 영향력을 보이는 것으로 나타났다. 셋째, 대한지적공사 직원과 지적직 공무원을 통합하여 분석한 결과, 4개의 독립변수 중 제도적 요인을 제외한 기술적 요인, 경제적 요인, 정책적 요인이 통계적 유의수준 p<.05에서 유의미한 영향력을 보이는 것으로 나타났다. 이와 같은 분석결과는 설문응답자들이 현 지적재조사사업의 주체라는 점에서 갈등해결을 위한 새로운 제도의 도입보다는 현 사업의 추진과정상에서 야기될 수 있는 갈등을 최소화할 수 있는 제도의 보완적 요인들이 유의미할 것으로 판단하고 있는 결과로 볼 수 있다.
Abstract
The aim of this study is to inquire into the conflict impact factor in cadastral re-survey program, and in an effort to effectively achieve such research purposes, this study conducted reliability analysis, factor analysis and regression analysis on the basis of the result of the survey questionnaire on employees of the Korea Cadastral Survey Corporation and public officials in cadastral post. As a result, first, in case of the employees of the Korea Cadastral Survey Corporation, it was found that the technical factor, economic factor and policy factor except institutional factor among the 4 independent factor showed a significant influence at a statistical significance level of p<.05. Second, in case of the public official in cadastral post, institutional factor, economic factor and policy factor except technical factor among the 4 independent factors were found to show a significant influence at a statistical significance level of p<.05. Third, as a result of analysis by integrating the employees of the Korea Cadastral Survey Corporation and public officials in cadastral post, technical factor, economic factor and policy factor except institution factor among the 4 independent factors were found to have a significant influence at a statistical significance level of p<.05. The analysis result like this could be regarded as the result of judgment that significant will be the complementary factors of the institution, which can minimize the conflict that could be caused in the promotion process of the present program rather than introduction of a new institution for conflict resolution in that the respondents to the questionnaire are the main entity of the present cadastral re-survey program.
