평화와 전쟁이라는 이분법적 시각으로 안보상황을 묘사하는 데에는 한계가 있다. 흑해의 크림반도가 선전포고 없이 러시아 수중으로 떨어졌고, 또한 남중국해가 현재 중국의 안마당으로 되어가고 있다. 이 외에도 지금 지구촌에는 평시임에도 불구하고 마치 전시 정규 군사적 공격을 통해야만 이룰 수 있는 많은 전략적 목표들이 실현되고 있다. 이는 곧 이러한 현상을 설명하기 위한 회색지대전략(gary zone strategy)의 등장 배경이기도 하다. 한편 회색지대전략과 관련하여 아주 지난(至難)한 문제는 이 전략에 대한 적절한 대응책의 모색이 쉽지 않다는 것이다. 이 전략의 점진적이고 애매모호한 특성과 우리의 현 해양안보환경을 고려할 때 우리에게도 이 전략으로 인해 다양한 국가 위기적 상황이 야기될 수 있는 바, 현 시점에선 이에 대한 심층적 분석과 효과적인 사전 대응책 마련이 절대적으로 필요한 실정이다. 또한 회색지대전략은 강자든 약자든 상대에 관계없이 누구든 자국의 안보이익을 보호하거나 증진시키기 위해 언제든 적용할 수 있다는 점에서 이 전략이 우리에게 시사하는 바는 결코 적지 않다.
Abstract
There is a limit to our ability to describe security realities with a dichotomy of peace and war. This has been evidenced by the facts that, even in peace time in place, Cream peninsula at the black sea was at the hands of Russia without declaring war and the South China Sea is about to be Chinese front yard. Likewise, other strategic objectives that could be achieved only through regular military attacks in war time are now being realized in the world even in the time of peace. This phenomena is the reason for the advent of the concept of gray zone strategy for its explanation. The very difficult issue with respect to the strategy is that it is not easy to explore appropriate counter measures against it. Considering the gradual and ambiguous characteristics of the strategy and our current maritime security situation, the strategy can bring about various maritime crisis on national level, thus being in need of in-depth analysis of and proactive measures against the strategy at the moment. Further thing to note is that the strategy is available for either the weak or the strong to be applied with a view to protecting and enhancing their national security interests, thus giving us many implications for our security.
