우리 민족의 통일은 일차적으로 남·북간에 해결해야 할 민족 내부 문제이지만, 한반도 패권 주역 국가들의 다각적인 역학관계에 영향을 받는 국제적 문제라는 이중구조를 지니고 있다. 국제적 요인에 있어서 한반도를 둘러싸고 있는 미국·일본·중국·러시아 등 주변 4국의 한반도정책과 역학관계의 변화는 한반도의 안보 및 통일 환경을 결정짓는 중요한 요인으로 작용할 것이다. 통일이란 한반도에 서로 다른 두 체제가 존재한다는 현실을 인정하고 그것을 전제로 두 체제를 다시 연결시키고 통합하는 하나의 민족 공동체 형성을 의미한다. 다시 말해서 통일은 서로 다른 남과 북의 정체성 간의 차이를 뛰어 넘어 하나의 새로운 정체성을 형성하는 이행과정으로 볼 수 있다. 어느덧 70년이 넘는 분단경험을 통해서 우리는 서로 다른 성격의 두 체제가 점진적 방법을 통해 상호신뢰를 쌓아가는 과도기의 기능적 통합을 통해서 궁극적으로 통일을 실현하려는 접근방법을 선택하기에 이르렀다. 그러나 민족공동체의 기틀을 마련하겠다는 청사진이 성공적으로 실현되기 위해서는 안보환경 변화에 따른 발전적 통일방안을 위한 매우 실효적인 국가비전 제시와 이에 대한 국민적 공감대 형성이 무엇보다도 필요하다.
Abstract
The reunification of our nation is primarily an internal issue that needs to be resolved between South Korea and North Korea, but it has a dual structure because it is also an international issue that is affected by the multilateral dynamics of the leading countries in the supremacy over the Korean peninsula. In terms of international factors, changes in the Korean peninsula policies and dynamics of the four countries surrounding the Korean Peninsula, that is, the US, Japan, China, and Russia, will act as an important factor in determining the security and reunification environment of the Korean Peninsula. The unification refers to the formation of one national community by recognizing the reality that two different systems exist in the Korean peninsula and reconnecting and integrating the two systems. In other words, the unification can be seen as a transitional process through which the differences between the identity of South Korea and that of North Korea are surpassed to form a new identity. Through the experience of division that has lasted more than 70 years before we know, we have come to choose an approach to ultimately achieve the unification through the functional integration in the transitional period in which two systems of different natures would build mutual trust through gradual methods. However, for the blueprint to lay the groundwork for the national community to be successfully realized, a very effective national vision for a developmental unification plan in line with changes in the security environment should be presented and a national consensus for the foregoing should be formed above all.
