군사기획 이론을 적용한 연역적 접근방법을 통해 경항공모함 건조의 필요성과 타당성을 검증할 수 있는 논거를 제시하고자 한다. 이를 위해 미 해군의 미래 해군력 건설의 접근방법을 원용하였다. 이는 ‘미 해군기획’교리에서 제시하는 미래에 대비한 군사기획 시 전략·작전·전술적 차원을 순차적이고 동시적으로 고려하여 신규 전력의 필요성과 타당성을 입증하는 것이다. 먼저 전략적 차원에서는 경항공모함 등 해군의 개별 플랫폼이 아니라 국익에 미치는 해양의 가치와 이와 연계된 해군의 존재 목적으로서 역할을 도출하는 것이다. 이는 대한민국 해군의 경항공모함을 비롯한 미래 해군력을 건설하는 본질적인 필요성과 타당성의 논거를 제시한다. 이와 함께 작전적 차원에서는 전략적 차원에서 요구하는 역할을 대한민국 해군이 어떻게 완수할 것인가 즉 해군의 임무를 살펴보는 것이 핵심 주제이다. 마지막 전술적 차원에서는 새롭게 건설되는 신규 전력의 전력 개념과 임무 수행을 위한 전투 능력이 핵심 주제이다. 이러한 작전 및 전술적 차원의 검토를 통해 해군작전 임무 수행을 위한 경항공모함의 필요성과 타당성을 검증하는 논거를 제시할 수 있다.
Abstract
Through a deductive approach applying the military planning theory, I would like to present the grounds for an argument that can verify the necessity and feasibility of building a light aircraft carrier. For this purpose, it could be quoted the approaching method of the US Navy’s future naval force development. This is to prove the necessity and feasibility of a future force by sequentially and simultaneously considering the strategic, operational, and tactical dimensions of military planning as suggested by the doctrinal publication of ‘U.S. Naval Planning’. According to the ‘U.S. Naval Planning’, firstly at a strategic level, it is not an individual platform for the navy, such as light aircraft carriers, but rather the role of the maritime value in the national interest and the purpose of the navy’s existence. This presents the rationale for the essential necessity and feasibility of building future naval forces including light aircraft carriers of the Republic of Korea Navy. At the same time, at the operational level, a key topic is how the ROK Navy will fulfill the role required at the strategic level, that is, the naval mission. Finally tactical dimension, the concept of the platform and the combat capability of the newly constructed force to perform the mission are key topics. Through the review of these operational and tactical dimensions, it is possible to present a rationale for verifying the necessity and feasibility of a light aircraft carrier for naval missions.
