해상교통로의 성립 조건과 지경학 및 지정학적 가치

해상교통로는 바다를 이용하여 부(富)를 창출하려는 노력의 산물이며 정치경제 상황에 따라 가변적이다. 해상교통로 보호에 관한 기존의 연구들은 위기나 전시에 선박의 수송로를 안전하게 보호한다는 현상유지 편향을 지닌다. 본 연구는 해상교통로 보호 정책이 현상유지를 지향하는 속성과 더불어 자국에 유리하도록 교역조건과 해상 질서를 수정하는 현상타파의 속성도 내포한다고 주장하며, 이를 해상교통로의 성립 조건과 가치 분석으로 뒷받침하였다. 해상교통로는 국가가 지닌 절대 및 비교우위의 경제력이 지리적 거점확보와 결합함으로써 성립한다. 해상교통로는 절대우위에 기반한 지경학적 가치, 비교우위에 기반한 지경학적 가치, 국익 관념에 근거한 지정학적 가치를 지닌다. 15세기 말 대항해 시대가 개막된 이래 강대국들은 해상교통로 보호의 명분으로 이러한 가치를 선점하거나 탈취하려는 현상타파의 정책을 지속하였다. 한국의 국가 및 군사전략은 강대국들의 경쟁이 초래할 해상교통로의 지경학 및 지정학적 가치 변화를 염두에 두고 정립되어야 한다.
Abstract
The protection of SLOC is accepted as the maintenance of the status quo of safely protecting ships' transport routes in times of crisis or war. In addition, this study argues that it also implies the meaning of breaking down the status quo to modify trade terms and norms for his country’s favor, and supported it by analyzing the requisite for the establishment of SLOC and its security value. SLOC is the product of efforts to create wealth using the sea, and is established by combining the absolute and comparative advantage of the state's productivity with securing geographical bases. The security value of SLOC is classified into geoeconomic value based on absolute advantage, geoeconomic value based on comparative advantage, and geopolitical value based on the notion of national interest. Since the opening of the Age of Discovery at the end of the 15th century, the act of breaking the status quo to preempt or steal these values has existed in the form of SLOC protection. South Korea should establish national and military strategies to secure national interests, keeping in mind changes in geo-economic and geopolitical values of SLOC that will result from competition among great powers.
