다양한 사회환경의 변화로 인하여 우리 사회의 안정을 저해하는 요인들이 현대사회에서 더욱더 다양화되고 심화하고 있다. 이러한 요인들은 기존의 저해 요인뿐만 아니라 새로운 형태의 요인들이 나타나고 있다. 이 중 하나가 난민문제이다. 우리나라는 난민에 관한한 예외적 국가라고 생각되어 왔지만 2018년에 새로운 양상이 발생하는 계기가 되었다. 즉, 이슬람 종교 갈등으로 인한 예멘 내전에서 나라를 떠난 예멘 난민 549명이 제주도에 입국하면서 난민신청을 하였다. 우리나라는 이러한 경험이 전무하고 외국인에 대한 인식이 수용적이 아니었기에 국제정치적 요인뿐만 아니라 우리 사회에 커다란 갈등요인으로 급속히 부각되기 시작하였다. 본 논문은 난민 수용에 관한 정책 이슈의 공론화 가능성을 탐색하고 적용을 통하여 불필요한 사회적 갈등을 미리 방지 또는 해소하는 것을 본 연구의 목적으로 한다. 이러한 사회적 갈등을 해결하기 위한 다양한 방법이 있으며 그 중 공론화라는 방법이 사회갈등 해소에 어떻게 적용되어 해결 방안이 될 것인지를 탐색하고자 한다. 난민문제라는 사회적 갈등을 어떤 단계에서 어떻게 공론화 방법을 활용하여 사회 안정에 이바지할 수 있는지를 연구한다. 이 연구를 통하여 앞으로 발생할 수 있는 다양하고 새로운 형태의 사회갈등 요인들을 해결할 수 있는 새롭고 효과적인 방안을 제시한다.
Abstract
Due to the changes in various social environments, factors that hinder the stability of our society are becoming more diverse and severe in modern society. These factors are not only existing hindrance factors but also new types of factors are emerging. One of them is the refugee issue. Korea has been considered an exceptional country in terms of refugees, but in 2018, a new situation arose. That is, 549 Yemeni refugees who fled the country due to the civil war in Yemen caused by Islamic religious conflict applied for refugee status upon entering Jeju Island. Since Korea had no such experience and its perception of foreigners was not receptive, it began to emerge rapidly as a major conflict factor in our society as well as an international political factor. The purpose of this paper is to explore the possibility of publicizing policy issues regarding refugee acceptance and to prevent or resolve unnecessary social conflicts in advance through application. There are various methods to resolve such social conflicts, and among them, we will explore whether Deliverative Polling can be applied effectively to resolve social conflicts and become a solution. We study how the social conflict of the refugee issue can be contributed to social stability by utilizing the method of Deliverative Polling at what stage. Through this study, we suggest new and effective methods to resolve various new forms of social conflict factors that may arise in the future.
