Abstract

This essay examines how the run-off systems actually have worked in the former socialist Eurasian countries. This piece deals with 49 election results held in 16 countries after the collapse of the former Soviet Union, in terms of voter turnout and victor during the processes of the two rounds. As a result, this study finds the run-off systems of the former socialist Eurasian countries may be similar to those of the other continents on the globe in that, firstly, voter turnout tends to decline in the second round, and secondly, the final victor may be different from the first runner of the first round. On the other hand, the run-off systems of the former socialist Eurasian areas may be different from those of the other continents in the world because the conditions for the second rounds are so strict that would reduce the election competitions. In addition, the conditions for the second rounds sometimes include the voter turnout of 50 percent and higher, which may foster the increases in voting participation. Finally, the candidates who have received over 40 percent of the vote may become the final victor of the election, which suggests the two round system very redundant.
