Abstract

This study examines the consolidation process and key factors behind the establishment of Indonesia’s distinctive electoral system following institutional democratization. Despite challenges like a short democratic history and a large electorate, Indonesia's electoral system has achieved stability. The proportional representation system supports a multiparty structure alongside a presidential system, posing potential risks of political instability. To mitigate these risks, institutional safeguards such as the electoral threshold and concurrent elections were introduced. Findings show that the electoral threshold led to a manageable number of major parties in parliament, while concurrent elections increased voter turnout and consistent voting patterns. This suggests that Indonesia's electoral system has become more stable and effective due to new institutional safeguards. The study provides significant insights into the consolidation of Indonesia’s electoral system and lays a foundation for future research considering key figures and major political events in analyzing its electoral dynamics.
