Abstract

This paper attempts to study the effects of various electoral system on democratic consolidation in emerging democracy. Existing studies argue that there should be a clear two-dimensional patterns on the basis of the contrast between majoritarian and consensus forms of government. They find out that consensus democracies have a superior record with regard to effective policy-making and the quality of democracy compared with majoritarian democracies. Based on three case studies (South Africa, Senegal, and Madagascar), this paper finds that consensus-centered electoral system is likely to have a positive impact on the democratic consolidation in emerging democracy. Compared with majoritarian electoral system, proportional representative electoral system works better on social integration and political stability.
