정부가 사회보장제도를 보완하고 복지재정 지출(106.4조원, 2014년)을 늘리더라도 293개 중앙사업별로 복잡하고 분절적으로 형성된 현재의 복지전달체계에서는 복지 사각지대 완화와 복지체감도 향상을 효율적(국민 복지체감도/복지재정 투입)으로 달성하기 어렵다. 따라서 맞춤형 복지, 찾아가는 복지서비스, 복지 사각지대의 실효적 완화, 복지-고용 연계 등 복지정책의 핵심목표를 효과적으로 달성하기 위해서는 현행 중앙공급자 중심의 전달구조를 복지현장과 수요자 중심의 복지전달체계로 전환하여야 한다. 동 연구가 제시하는 새로운 전달체계의 개념적 모델은 ①행정조직과 분리하여 시·군·구 단위의 복지전문기관을 신설하는 ‘복지전담 독립형 모델’ ②2~3개 주민센터를 통합하는 ‘주민센터 통합형 모델’ ③주민센터의 복지업무만을 이관하여 거점지역에 복지허브기관을 신설하는 ‘중소도시 복지거점 독립형 모델’ ④주민센터에 신청접수 및 초기상담 업무만 남겨두고 사례관리 등 복지 전문업무를 수행하는 복지센터를 농·어촌지역의 거점에 신설하는 ‘농어촌 복지거점 독립형 모델’ 등이다.
Abstract
It is difficult to effectively achieve the enhancement of Social welfare and the alleviation of the welfare blindspots, if we maintain our current delivery system of social welfare, even though the government would supplement the social security services and increase the expenditure for social welfare(106.4 trillion Won for 293 welfare projects in the year 2014). In order to achieve the objectives for the welfare policy of central government, such as Welfare as Client-centered, Welfare by Visiting and Searching, and Effective Alleviation of Welfare blindspots, Welfare combined by employment, we have to change the delivery system from the Central Provider-centered system to the Client-centered system on the local field. The conceptual models for the new delivery system that this study proposes are 1) ‘Exclusive Organization model’ for Welfare, independent from the administration organization of a city or a county 2) ‘Integrated Organization model’ of combining several citizen-centers 3) ‘Independent Organization model’ for establishing a new Welfare hub-institutes, where Welfare tasks are exclusively transferred from the citizen-center of local areas 4) ‘Wellbeing Base Independent model’ of establishing new Welfare centers in the villages for farming or fishing, while leaving the application or initial counselling for Welfare at citizen-centers.
