본 논문은 경제정책과 복지정책과의 관계를 인간의 능력개발 측면에서 파악하고 복지국가 발전의 경제적 가치를 설명하였다. 정부의 역할과 복지에 대한 동․서양의 역사적 배경을 살펴보고, 한국 복지정책이 지향해야 할 철학을 경제정책적 측면에서 제시하고자 하였다. 체계적인 복지의 틀을 마련하고 그에 상응하는 중기 재정계획을 수립하여 재정 운용의 합리성을 확보할 필요가 있다. 또한, 복지정책이 인적자원의 생산성 제고 뿐만 아니라 국가발전 정책의 요체임을 인식하고 이에 대한 경제정책적 연구가 이루어져야 할 것이다.
Abstract
This essay examines the relationship between economic policy and welfare policy from the perspective of human capability development, and describes the economic value of the welfare state. We look at the role of government, compare Eastern and Western historical contexts regarding welfare policies, and propose a philosophy that Korean welfare policy should embody in terms of economic policy. It is necessary to provide a systematic framework for welfare policies while ensuring reasonable fiscal operation with the help of, say, a corresponding medium term budgetary framework(MTBF). Recognizing that welfare policy enhances productivity of human resources and is essential to national development, we need to carry out future research from the perspective of economic policy.
