중소기업 지원의 정책효과 추정-기술기반 창업기업의 생산성과 고용 효과를 중심으로-

이 연구는 고정효과 모형을 이용하여 정부지원 정책이 기술기반 창업기업의 부가가치 생산성과 고용에 미치는 정량적 효과를 실증 분석하였다. 이를 위해 2015~2020년 기간 중 중소기업통합관리시스템(SIMS)에 수록된 기술기반 창업 중소기업과 일반 중소기업을 포함하는 전수 자료를 이용하였으며, 업체 특성(업종, 업력, 기술적 특성, 재무적 특성 등)을 고려한 중소기업 지원정책의 생산성 및 고용 증가율 효과를 추정하였다. 분석결과 정부의 중소기업 지원은 정책 효과와 연계한 수혜자 분포 조정이 필요함을 확인하였다. 첫째, 비기술기반업종보다는 기술기반업종(OECD, EU 기준)이, 비창업기업보다는 창업기업(업력 8년 미만)이, 소기업보다는 중기업(고용 30인 이상)이 부가가치 제고와 고용 창출 측면에서 정책효과성이 높았다. 둘째, 형평성 가치보다는 수월성과 혁신성을 창출할 수 있는 분야를 선정하여 지원하는 것이 바람직하다. 지적재산권 보유업체, 기술지원경험 기업, 인증업체(벤처확인, 이노비즈, 메인비즈)는 정부지원의 부가가치 및 고용 증가 효과성이 높은 대상이다. 그러나 경기대응수단으로 활용되어 온 정책금융(신용보증, 정책자금)은 고용증가에는 효과적이나 생산성 제고에 효과적이지 않은 정책수단으로 나타났다.
Abstract
An empirical study of the policy effect of supporting SMEs-focusing on the productivity and employment effects of technology-based start-ups Yonghwan Noh This study used a fixed effects model to analyze the quantitative effects of government support policies on the productivity and employment of technology-based start-ups. We used comprehensive data included in the ‘SMEs Integrated Management System’ (SIMS) from 2015 to 2020, to estimate the productivity and employment effects of SMEs support policies considering firm characteristics including industry, firm age, technological and financial characteristics. We found that the government's support for SMEs requires adjustment of the distribution of beneficiaries in connection with policy effectiveness. First, policy effectiveness was highly effective in technology-based industries than non-technology industries, start-ups than non-start-ups, and medium-sized enterprises associated with employing more than 30 people than small businesses in terms of increasing added value and job creation. Second, it is desirable to select and support areas that can create excellence and innovation rather than equity. Firms with intellectual property rights, firms with experience in technological support, and certified firms including Venture Confirmation, InnoBiz, and MainBiz are targets for whom government support is highly effective in increasing added value and employment. However, policy finance such as credit guarantee and policy funds, which has been used as a means of counter cyclical measures, has been shown to be effective in increasing employment but not effective in improving productivity.
