예비타당성조사의 지역균형발전 사전가중치 변화가 사업시행에 미치는 영향

Abstract

The preliminary feasibility study introduced in 1999 classifies evaluation items into economic, policy, and regional balanced developments since 2005, and gives pre-weight to reduce deviations between evaluators when deciding whether to implement project or not. Since then, as the demand for regional balanced development has expanded, the system has been reorganized to expand the pre-weight of regional balanced development. Therefore, in this study, the effect of expanding the pre-weight of regional balanced development on conclusions was analyzed based on the preliminary feasibility study data. Particularly, the effect was examined by dividing the regions by administrative region and the level of the backward region. As a result of the analysis, the expansion of the pre-weight of regional balanced development lowered the AHP score in the metropolitan area and high-development areas but not enough to change the feasibility of the project. In the underdeveloped areas, it increased the AHP score and it acted as a factor to pass projects that did not have some economic feasibility. However, despite the continued expansion of the pre-weight, the marginal effect on the AHP score decreased continuously due to the difference between the government and evaluators on the importance of regional balanced development.
